HUMAN RESOURCES SPECIALIST – TALENT ACQUISITION: REF/TA/08/18

Reporting to the Human Resources, the successful candidate will be responsible for the effective implementation of recruitment and selection policies, systems, procedures, candidate targeting and establishing frameworks related to recruitment and onboarding programs amongst the following other responsibilities:

Main Duties:

 In partnership with senior management, carry out demand and supply forecast of manpower requirements for the Hospital and designing human resource action plans to bridge staffing gaps and deal with surpluses.

 Conduct manpower accounting and audit and designing measures to resolve skill imbalances and enhance appropriate skills mix.

 Use a combination of talent acquisition strategies to identify, evaluate, and hire top-tier talent.

 Build pipelines of qualified candidates through strategic sourcing initiatives, networking and market research.

 Partner with hiring managers to recruit new team members by identifying requirements and understanding business needs, developing a comprehensive recruitment strategy; determining the most appropriate and cost-effective method of recruitment

 Maintain relationships with candidates for future opportunities.

 Build and maintain relationships with organizations in the Hospital network who can help us find top talent.

 Source to fill open positions through social media and other online searches and anticipate Hospital future needs.

 Plan and conduct the recruitment and selection process (interviews, screening calls, etc.), including coordinating internally with recruitment teams for key positions.

 Actively take steps to ensure a positive, consistent experience for all candidates.

 Engage with and manage any external recruiters the Hospital is working with for specific positions.

 Host or participate in candidate recruitment initiatives or partnerships with universities.

 Use metrics to create reports and identify areas of improvement.

 Leverage data and insights to inform business stakeholders and improve recruitment metrics.

 Work with a strong sense of urgency, filling the highest priority needs for the Hospital.

 Ensures recruitment integrity through effective utilization of online recruitment systems.

 Drafts job descriptions, adverts and recommends appropriate media that ensures correct targeting of applicants.

 Liaises with Human Resources Business Partners to reviews and screens resumes, conduct initial screening interviews, establish interview processes and panels, and facilitate and moderate interviews as needed.

 Ensures new employee files are up to date, with all recruitment documentation filed. Liaises with Human Resources Business Partners and ensures new employee data is correctly entered into HRMIS and payroll.

 Liaises with Departmental Heads and ensures the onboarding processes of new staff is in accordance with robust onboarding policy.

 Liaises with Human Resources Business Partners and ensures new hires have set probationary performance objectives within two weeks of assumption of duty and end of probation confirmations are timely done.

 Liaises with Human Resources Business Partners on contract renewals and ensures the timely renewal of contracts.

 

Qualifications, Skills and Experience:

 Excellent communicator who engages well externally and internally

 Proven experience as talent acquisition officer.

 Experience in full-cycle recruiting, sourcing and employment branding.

 Understanding of all selection methods and techniques.

 Proficient in the use of social media and job boards.

 Willingness to understand the duties and competencies of different roles.

 Working knowledge of recruitment assessment portals and databases

 Well-organized

 A leader and strategic thinker

 BSc/BA in relevant field and a Higher Diploma in Human Resources Management. Masters will be an added advantage.

 7 years’ experience, 3 of which must be in a supervisory position. Hospital experience will be an added advantage.

 Registration with, and a Practicing Certificate from, the Institute of Human Resource Management, Kenya.
